Business Problem

A large public‑sector organization needed to modernize its frontline training materials. I conducted a full review, or training needs analysis. 


One of the problems that was uncovered was that existing “rubrics” were lengthy, checklist‑style documents that varied widely in quality and weren’t aligned with formal training programs. 


This created challenges with reporting on training effectiveness, suitability decisions, and instructor continuity which did not support the defensibility of the program. Training metrics were difficult to draw conclusions from, and there was inconsistency in learner assessments.
